pointed out that this Board only recently voted for the <br />requirement of a decent buffer between agricultural and <br />residential, and now are legitimizing a non -conforming use in a <br />residential area by changing the zoning to agricultural. <br />Commissioner Bowman stated that she would not vote for the <br />rezoning because she believed that the County Commission would be <br />stomping on the little people who will have their property <br />depreciated and who will have to pay for a buffer themselves if <br />they wish to continue living next to this citrus operation. <br />Acting County Administrator William Collins pointed out that <br />the Planning & Zoning Commission did recommend approval of the <br />rezoning with the stipulation that a windrow be planted along the <br />border, but he had advised them that they could not place any <br />conditions upon a rezoning and that it would be entirely up to <br />.the good faith of the property owners whether or not a windrow <br />was put in. He -advised that while this might be an opportunity, <br />the Board has no power of condition. <br />Commissioner Bowman asked Mr. Kennedy, who was in the <br />audience, if he would be willing to comply with a request for a <br />buffer. There was no answer from Mr. Kennedy or his attorney. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
