PARKS AND RECREATION COMMITTEE_ REPORT <br />Commissioner Bird presented the following Summary of Actions <br />of the meeting of September 8, 1988: <br />PARKS AND RECREATION COMMITTEE <br />SUMMARY OF ACTIONS <br />SEPTEMBER 8, 1988 <br />During the 9/8/88 Parks and Recreation Committee meeting, the <br />following actions were recommended to the Board.- <br />1) <br />oard: <br />1) North Beach Park Complex <br />The Committee recommended that the County Commission <br />initiate negotiations to purchase the three lots at the <br />southern end of the complex to close up the gap between the <br />two portions. <br />The Committee also approved the plan as presented with minor <br />amendments. <br />2) Bikeway/Sidewalk Plan <br />The Committee reviewed the Executive Summary of the Bikeway/ <br />Sidewalk Plan. <br />3) Request to Lease a Portion of Fairground Area for Archer, <br />Assuming that the Risk Manager, Legal Department, and Jim <br />Davis are satisfied with the proposal for an archery range, <br />the Committee recommended that the County Commission enter <br />into a license arrangement with the Indian River Archery <br />Club for one year at $200/year. <br />4) Mini -car Lease at Fairground <br />The Committee discussed several problems that have developed <br />regarding Doug Upton'.s lease to operate a remote-controlled <br />auto racetrack at the fairground. The Committee recommended <br />that Doug Upton be notified that the County considers him to <br />be in default and intends to terminate his lease as of <br />November 24. There were two other people"iinterested in <br />operating the racetrack, however, because of the length of <br />time that the track will sit unused, one of the applicants <br />withdrew his proposal. The Legal Department has recommended <br />that the County enter into license agreements as opposed to <br />lease agreements in the future because they can be cancelled <br />upon notice without having to wait a specified period of <br />time. <br />54 <br />SEP 13 1988 BOOK 74 rAu 197 <br />
