Keatin , <br />Community Developme4e Director <br />THROUGH: Stan Boling /Aief, Cu <br />rent Development <br />FROM: Robert E Wiegers�w <br />Staff Planner, Current Development <br />DATE: August 26, 1988 <br />SUBJECT: FINAL PLAT APPROVAL FOR VISTA VILLAS UNIT TWO <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at its <br />regular meeting of September 13, 1988. <br />DESCRIPTION AND CONDITIONS: <br />Vista Villas Unit Two is an 18 lot fee simple townhouse subdivi- <br />sion of a ±3.3 acre parcel of property located immediately south <br />of Vista Villas Unit one subdivision and adjacent to the Vista <br />Gardens Condominium Development. The subject property is zoned <br />RM -10 (Residential Multi -Family up to 10units/acre) and has an <br />MD -2 (Medium Density up to 10 units/acre) land use designation. <br />The proposed building density is ±5 units/acre. <br />At its regular meeting of October 23, 1986, the Planning and <br />Zoning Commission granted preliminary plat approval for a 24 unit <br />fee simple townhouse subdivision on a ±4.72 acre parcel. Vista <br />Villas Unit 1 was granted final plat approval by the Board of <br />County Commissioners at its regular meeting of November 17, 1980, <br />and Vista Villas Unit Two is the second phase of the overall <br />project. The owner, Vista Properties of Vero Beach, Inc., is now <br />requesting final plat approval for Vista Villas Unit Two and has <br />submitted: <br />1. a final plat in conformance with the approved preliminary <br />plat; <br />2. an irrevocable letter of credit for 115% of the cost of the - <br />remaining required subdivision improvements; <br />3. a certified cost estimate from the project engineer; and <br />4. a contract committing the developer to completing the <br />remaining required improvements. <br />ANALYSIS: <br />Section 10(g) of the subdivision ordinance allows developers to <br />"plat over" townhouse projects to allow the fee simple transfer of <br />property underneath and around the townhouse units.
