Director Baird noted that the Board at budget gave him a <br />contingency balance for salaries; in some funds we have no <br />problem at all and some we do. He advised that he has done his <br />calculations as if the county were picking up the entire cost of <br />the insurance increase. The most complicated fund to handle is <br />the General Fund because there are other Constitutional Officers <br />within that fund. If we implemented the salary increase in that <br />fund without the cap, we would be $48,958 short. In the MSTU, <br />the Planning Department was substantially underpaid; we had <br />people with Master's Degrees being paid $18,000; so, we plugged <br />around 8% in for raises, and that fund couldn't cover it. There <br />are several alternatives - we could look into our other contin- <br />gencies, which the Board wanted him to increase this year and <br />also could look into holding off new hires for a month or two. <br />Chairman Scurlock commented that it appears that if you <br />implement with the $5,000 cap we are all right in the General <br />Fund; in the MSTU we are about $50,000 short; and Road & Bridge <br />$64,000 short. <br />Director Baird explained that when -the Board asked him to <br />budget for turn -over in Road & Bridge, he cut the line item for <br />reserve for contingencies rather than cut the salary item, and <br />they would have been right on line if he hadn't done that. He <br />felt if we could hire 8 employees in December instead of October, <br />we would have sufficient money for raises. <br />Chairman Scurlock wished to know how it would work out if we <br />went to a $3,000 or $4,000 cap instead of a $5,000 cap. <br />Acting Administrator Collins noted that those numbers have <br />not been run, but that could be done very quickly. <br />The Chairman felt the cap would be the best place to look. <br />Director Baird stressed that Road 8 Bridge would be covered <br />if we didn't hire the 8 employees until December, and then the <br />only place we would be short would be the MSTU. <br />The Chairman believed the Commission as a whole has identi- <br />fied a significant problem in our Planning Department where it <br />SEP 20 1988 <br />45 <br />BOOK Pl,GF. d, <br />
