DESCRIPTION & CONDITIONS: <br />The Florida Department of Transportation (FDOT) has determined <br />that three counties in Florida are expected to be classified as <br />urban after the results -of the 1990 census become available. <br />These three counties are Indian River, Martin, and Charlotte. <br />Once a county isdesignatedas urban, a metropolitan planning <br />organization (MPO) is established in the.county, and the county <br />then participates more -fully with FDOT in transportation <br />planning. <br />An MPO is a transportation planning organization which, together <br />with FDOT, undertakes transportation planning and prepares a <br />transportation plan for its area. From this planning effort, the <br />FDOT's five year transportation plan is derived. Unlike rural <br />counties which have limited input into the FDOT's five year <br />transportation plan, MPO's have- the ability to dictate FDOT <br />projects and funding priorities within .'their area. Once an MPO <br />is designated, the governor appoints -its members, all of whom <br />must be elected officials of general purpose local -governments in <br />the MP0i s jurisdiction. <br />To facilitate the transition of the three emerging MP0's from <br />rural county status to MPO status, the legislature appropriated <br />$100,000 for FY 88-89. FDOT has divided this sum equally among <br />the three counties and is offering $33,000 to each of the <br />counties to develop a future year 2010 transportation plan. A <br />copy of the proposed agreement between FDOT and the county is <br />appended to this item. <br />ALTERNATIVES & ANALYSIS <br />The staff has been working with FDOT on an update to the County's <br />transportation plan for several months. Specifically, the staff <br />has tripled the number of traffic analysis zones in the county <br />And prepared base and target year socio-economic data for each <br />zone. FDOT is currently in the process of developing base and <br />target year networks and validating and calibrating the model. <br />The result of this effort will be the initial inputs for the <br />traffic circulation element of the County's revised comprehensive <br />plan. With the funds available,* a consultant can be retained to <br />work with .staff in developing the final traffic circulation <br />element. Final products will be a completed traffic circulation <br />element and a transportation system model which the county will <br />be able to use on its PC's. <br />It is staff's opinion that these funds provide an opportunity to <br />have necessary transportation planning done. Therefore, staff <br />recommends that the agreement be approved and that the staff be <br />authorized to develop and distribute an RFP for transportation <br />planning services. <br />RECOMMENDATION: <br />The staff recommends that the <br />approve the FDOT/Indian River <br />agreement, authorize the chairman <br />authorize the staff to prepare an <br />funded by the agreement. <br />Board of County Commissioners <br />County joint participation <br />to execute the agreement, and <br />d distribute an RFP for the work <br />49 <br />BOOK f', e <br />
