M <br />and contiguous or bounding and abutting upon' the <br />Improvements or specially benefited thereby and further <br />designated by the assessment plat with respect to the <br />special assessments, by the following method: <br />a. Square foot of the given parcels basis (each <br />parcel's total square footage divided by the total project <br />area times the estimated cost) <br />b The respective assessments shall be due and <br />payable in full within 90 days after the completion and <br />acceptance of the improvements without any payment of <br />Interest. If not paid in full, this assessment may be paid <br />In five equal yearly installments, plus accrued interest, to <br />which, if not paid when due, there shall be added a penalty <br />of 11% of the unpaid principal. The unpaid balance of the <br />assessment shall bear interest at a rate of 12% from the due <br />date until paid. <br />4. That at the time of the adoption of this resolution <br />there is on file with the Clerk to the Board a plat showing <br />the area to be assessed. Plans and specifications and an <br />estimate of the cost of the proposed improvements, as herein <br />specified, are open to inspection by the public at the <br />Office of the Indian River County Department of Utility <br />Services. <br />S. Upon the adoption of this resolution, the Indian <br />River County Utilities Services Department shall cause this <br />resolution to be published at least one time in the Vero <br />Beach Press Journal before the public hearing required by <br />411-46. <br />The resolution was moved for adoption by Commissioner <br />Eggert and the motion was seconded by Commissioner <br />Wheeler and, upon being put to a vote, the vote was as <br />follows: <br />Chairman Don C.
