Commissioner Bowman <br />noted <br />that <br />she <br />has <br />found <br />some discrepan- <br />cies in the agreement - <br />in one <br />place <br />it <br />says <br />20' <br />and in another, <br />it says 30'. <br />Commissioner Bird's main question was whether we are getting <br />our money's worth out of the property He hoped that someone has <br />researched this carefully and asked how we establish that we are <br />getting a fair market value for the property. <br />Manager Dean advised that staff based it on what they had <br />been paying -in other similar leases. He explained this is <br />actually an option on the lease. Acellular contract has not <br />been awarded, and BellSouth wants an option on leasing the <br />property so that in the event that authority is awarded to them, <br />they have a place to put their tower immediately. <br />Commissioner Bird asked if their option would be assignable <br />as he would not want to give an option and find, out that RCA or <br />someone gets the permit, and then BellSouth leases it to them for <br />ten times as. <br />much <br />as they <br />are paying us. <br />Manager <br />Dean <br />advised <br />that they can't do that. All they want <br />is the southwest corner of that property, 55 x 45, with an ease- <br />ment for the guy wires coming out from the tower. He assured <br />the Board that this would not interfere with any operation we <br />have planned for the collection site itself. <br />Commissioner Wheeler had some concern as to whether 15% is a <br />big enough increase for each 5 year extension, and Commissioner <br />Bird was concerned as to whether it may not be premature to give <br />them this option. <br />County Attorney Vitunac noted that if they fail to exercise <br />their option, all rights are terminated and they cannot assign <br />them without our permission. <br />Discussion continued as to the Board's feeling that this <br />proposed option is all to BellSouth's advantage and that we <br />should just leave the property vacant and deal with it when the <br />time comes. <br />P 20 1988 <br />61 BOOK 74 F,acA4 <br />
