and be heard in regard thereto, and that the area to be Improved and the property to be specially benefited by the construction of said Improvements Is more particularly described upon the assessment plat and assessment roll, which delineate the same, which map and assessment roll are attached hereto as Exhibits "A" and "B," and as such made a part hereof. 2. That all persons interested in the construction of said Improvements and the assessments against the property to be specially benefited are advised that the description of each property to be assessed and the amount to be assessed against each piece of parcel of property may be ascertained at no cost at the office of the Clerk to the Board any week day from 8:30 A.M. until 5:00 P.M. 3. Notice of time and place of this public hearing shall be given by .two publications in the Press Journal Newspaper. The last publication shall be at least one week prior to the date of the hearing. The Indian River County Utilities Services Department shall give each property owner at least ten days notice in writing of such time and place, which shall be served by mailing a copy of such notice to each of such property owners at his last known address.
