Purchasing had anticipated purchasing this item from State <br />Contract #600-900-87-1. This Contract will officially expire <br />on September 14,-1988. The special prices granted under this <br />contract will no longer be.available after that date. Purchasing <br />oust therefore, issue a purchase order before September 14, 1988, <br />to take advantage of these prides. With your approval I have <br />issued this purchase order. <br />Because of long delivery times, this item will not be received <br />before Oct. 15, 1988. I have taken the precaution of making this <br />purchase order subject to cancellation until Oct. 5, 1988. Should <br />the BCC desire to cut this item Erten our budget. <br />2. ALTERIOTIWS AND ANALYSIS: <br />Purchasing can cancel this item"befojce_0ct.,5, 1:988°and do a <br />fonml sealed bid after final budget approval.. There is no guarantee <br />that we will be able to secure the same price schedules that <br />were available on State Contract. The cost of a formal bid will <br />add about l0% to this item if that is necessary. <br />3. ON: <br />Staff recommends that we proceed with this purchase subject to <br />cancellation before Oct. 15, 1988. <br />Commissioner Eggert felt that the Board had already given <br />approval for the purchase of this item and wondered why there is <br />even a question about it. <br />Acting Administrator Collins advised that his understanding <br />was that we had preliminary approval for the item but not final <br />approval. They want to place the order, and because of the time <br />frame involved, they wanted to be sure they were able to exercise <br />our right of cancellation in the event the Board did not want to <br />proceed with the purchase. <br />Purchasing Manager Ambler advised that this is for the <br />budget starting October 1st. <br />Chairman Scurlock noted that State Contracts are annual, and <br />he has been led to believe there has been some problem in getting <br />things on State Contract in that we have been delaying and <br />placing items so late that we have had trouble getting them. <br />Purchasing Manager Ambler confirmed that they have hada lot <br />of trouble this year with vehicles - a lot of orders were placed <br />in March and April, and it caused a problem.
