Under discussion, Commissioner Bird felt this matter was <br />instigated by a tenant who has a business in a strip shopping <br />center on Old Dixie Highway and who has had 3 break-ins in the <br />last 3-4 months. This man is very concerned about the darkness <br />t <br />in that area and has inquired about having a single street light <br />installed in the parking lot by his place of business. A church <br />that operates in the same shopping center and holds a lot of <br />night meetings is also interested in having some kind of <br />lighting. Commissioner Bird believed their alternative is go <br />with some type of lighting with the parking area on an <br />independent, private basis with the landlord paying the rent. <br />Public Works Director Jim Davis advised -that the agreement <br />the County has with Florida Power & Light does not allow the <br />light to shine on anything but the public roadway. He felt we <br />would be setting a precedent if we encourage situations whereby <br />the County is intervening on a governmental street light <br />agreement to light private parking lots for security purposes, <br />and suggested that the County restrict the program to street <br />lighting. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and passed unanimously. <br />Administrator Collins asked for clarification of the Motion, <br />and Commissioner Eggert believed the Motion was for the entire <br />recommendation. <br />Administrator Collins emphasized that his recommendation is <br />that if the Board is going to extend this to other than <br />subdivisions where we have the ability to make assessments, then <br />it ought to be cash up front. <br />Commissioner Wheeler felt we need to eliminate the last <br />sentence of the recommendation to make it clear because the <br />Administrator is not recommending that we do it; he just is <br />saying that if we do it, we should collect the payment up front. <br />SEP 2 7 1988 23 <br />
