Public Works Director Jim Davis advised that North County <br />Recreation submitted a list of projects that they wanted to try <br />to accomplish during the fiscal year 1987-88, and this project <br />was not one of the specific projects. They had $20,000 <br />programmed for some basketball courts, but later in the year they <br />decided to build tennis courts instead. Some of the proposed <br />projects have been implemented and some have not. A decision was <br />made about 6 months ago that it would be appropriate for the <br />Engineering Dept. to design capital improvements and then go <br />through the formal bidding process to implement the projects on <br />city or county land. Director Davis wanted it made clear that <br />this specific project was not in the original list of projects <br />proposed at last budget session. About 5 months ago the North <br />County Recreation Committee and staff took a bus tour -of the <br />North County area, after which they submitted the list of <br />projects that they wanted to try to accomplish under this budget <br />year. The concrete work is completed at Washington Park, but <br />North County Recreation wants to have some fencing, which will be <br />about $4,000. Director Davis did not.think we have the money to <br />do the fencing and the tennis courts. Leroy Hiers, who is -the <br />president of North County Recreation, has recalled that there <br />were some monies appropriated in 1983-84 for some work that was <br />not done back then, and their desire is to recoup that money that <br />they did not expend in 1983-84 for some of these projects. He <br />has explained to Mr. Hiers that it would be difficult to do that, <br />but he wished the*Board to be aware of the situation. <br />Commissioner Bird asked what the shortfall is for doing the <br />tennis courts. <br />Director Baird explained that this will require a budget <br />amendment in any case because the expenditures are going to occur <br />in the 1988-89 fiscal year. He noted that this happens quite a <br />bit with North County Recreation. They bring in a list of <br />projects from a former year's budget and point out that the work <br />SEP 2 7198 <br />
