He felt that we should learn by this, and in the <br />future, if this Commission is going to initiate a rezoning, it <br />needs to have some formal discussion, and a formal motion giving <br />clear direction to staff, and not just some casual comments that <br />can be misinterpreted as a consensus of the Board . <br />Administrator Collins recalled that although there wasn't <br />any motion, there was interest by three Commissioners to consider <br />OCR. <br />Commissioner Wheeler felt the bottom line is that it is <br />going to stay on the P & Z's agenda for Thursday evening. <br />Apparently we were in error, and' the policy from now on should be <br />that there will be be an official motion by the Board to give <br />clear direction to staff and not just a concensus. <br />Commissioner Bird pointed out that when the Board instructs <br />staff to take a look at County initiated rezoning, it is not <br />necessarily approving a rezoning. It may be that the Commission <br />may disagree at the final public hearing, which, in fact, has <br />happened more than once.
