Nearing t(°/%% REFERENCES: <br />Staff Planner <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of November 1, 1988. <br />DESCRIPTION & CONDITIONS <br />In February 1988, Indian River County was awarded a federal grant <br />in the amount of $12,500 for the purpose of conducting a survey <br />of historic resources within the unincorporated portions of the <br />county. The county will provide matching funds in the form of <br />in -kind -services. On September 6, 1988, the Board of County <br />Commissioners authorized staff to enter into an agreement with <br />the State Bureau of Historic Preservation, which is administering <br />the grant on behalf of the Federal Government. <br />Persuant to this agreement, the planning staff distributed <br />Requests For Proposals (RFP) to various professional consultants <br />in the field of historic research. As a result of this RFP, the <br />staff received only one proposal; this was submitted by Historic <br />Property Associates, Inc. of St. Augustine, Florida. <br />ALTERNATIVES & ANALYSIS <br />The fact that response to staff's RFP was so limited was not <br />unexpected. Because very few consultants meet the criteria <br />established by the state and federal governments for such <br />consultants, receiving only one proposal is not uncommon. This <br />has been confirmed by the State Historic Bureau staff. <br />In reviewing the single proposal, staff has found that this <br />consultant appears to meet all qualifications and objectives set <br />forth under the RFP as well as state and federal guidelines. <br />In checking the candidate's credentials with the State Bureau of <br />Historic Resources, staff has found that this consultant comes <br />highly regarded by'state staff. While it is unusual for only one <br />firm to respond to a county RFP, the staff feels that the <br />specialized nature of this project warrants consideration of the <br />sole respondent. <br />CONCLUSION AND RECOMMENDATION <br />Based on staff's analysis of the consultant's proposal and <br />credentials, staff feels that this consultant will meet the needs <br />of the county for purposes of the historic survey. Staff <br />recommends that the Board of County Commissioners authorize staff <br />to enter into contract negotiatations with Historic Property <br />Associates, Inc., for the purpose of conducting a survey of <br />historic resources in Indian River County. <br />NOV 11988 <br />17 <br />75 PGE 17 <br />
