Chairman Scurlock noted the total amount of the grants.would <br />be around 1.6 million, and that combined with the grant we are <br />going to get later on the sludge facility totals 3.2 million <br />that the Utilities Department has been successful in pursuing and <br />he felt they should be commended as well as Camp, Dresser, McKee. <br />Director Pinto further noted that the grant is particularly <br />important on this project because without it, it would cost about <br />$7,000 per unit, and at that cost, he felt the project couldn't <br />be built. The total assessment we ended up with is about $3,200 <br />per unit, and because of the type of financing that is going to <br />have to be put together on this project, our bond counsel has <br />recommended that we break the assessment down into three separate <br />resolutions - one covering the impact fees, one covering the <br />grinder pumps, and one covering the line extensions themselves. <br />Director Pinto continued to explain the project, which is a <br />low pressure sewer system with individual pumping devices to <br />service each home. These devices are the property of the <br />Utilities Department; we will be responsible for their operation, <br />not the home owner; and the electric cost to run these becomes <br />part of the entire operating budget of the utility. The people <br />on this system will pay the exact same rate as everyone in the <br />county. The government also feels the system as designed is the <br />most efficient and cost effective for this area. Contracts have <br />been awarded; the contractors have moved on site; and they are <br />surveying now for location of the lines, etc. <br />Chairman Scurlock asked if there will be some improvements <br />to the water system because of installation of the sewer system, <br />and Director Pinto confirmed that as we go along, the obvious <br />problems will be repaired. Eventually, we will replace all of <br />those small water lines. <br />The Chairman asked if anyone present wished to be heard. <br />Larry Close commented that he has not heard anyone speak to <br />the payment terms, and he also would like to have it on public <br />record that some people have debated whether these tiny little <br />34 <br />NOV 1 1988 <br />BOOK <br />5 FAH 34 <br />
