operation compared to the cost of the installation of gravity <br />sewers in that area, we come out far ahead. He further pointed <br />out that we had to do that type analysis to demonstrate the cost <br />effectiveness of this system in order to be able to get the sewer <br />system grant. <br />Mr. Close brought up the point that Rockridge has quite a <br />few "snowbirds." He believed the sewer rate tends to tie to the <br />water rate; he asked if the residents are going to pay a fixed <br />sewer fee or if it is going to be determined by usage based on <br />the water rate; and if so, what about the people who are away for <br />months at a time and there is no usage. <br />Director Pinto explained that there is a base facility <br />charge, a billing charge, and a charge directly related to use. <br />The base facility charge and billing charge are billed regard- <br />less of use; so, you would get a bill the same as your water bill <br />as far as the method is concerned. Then, if you don't use any <br />waste water, which is something like $2.86 per 1,000 gallons, you <br />don't get charged for that. <br />Carroll Watson, resident of 16th Place, informed the Board <br />that he was told at the meeting in Rockridge that this would cost <br />about $3,200 per unit, but he has received a letter which says <br />that since he elected not to participate in the federally funded <br />portion of this project, he is being assessed $1,250 to run the <br />line up to the house. Mr. Watson stated that is not correct; he <br />did send in a notarized letter saying that he would participate; <br />and he has a copy of it. <br />Director Pinto advised that if that is the case and Mr. <br />Watson wants to participate, we can add his name to the Roll <br />right now. <br />Mr. Watson gave his address as 676 16th Place, and Chairman <br />Scurlock directed that the record note that we will add Mr. <br />Carroll Watson of 676 16th Place, Vero Beach, Fla., to the <br />Assessment Roll. <br />36 <br />N O V 11988 <br />BOOK 75 ME 36 <br />
