Commissioner Eggert asked if Mrs. Tillman has had safety <br />meetings, and Mrs. Tillman advised that she has and she has been <br />to the job sites. <br />Commissioner Wheeler expressed his feeling that we would be <br />increasing our exposure—$250,000 for a $40,000 savings. <br />The Board continued to debate figures on exposure, risks, <br />audits, average net losses over the past years, etc. <br />Louis Schlitt came before the Board to speak in favor of the <br />Schlitt Services Package Plan and in favor of staff's recommenda- <br />tion. He presented his figures in detail comparing the proposals <br />presented and emphasized that you can't just count losses, you <br />must also count reserves. He felt the Board has not given <br />everyone a chance and suggested that the County renew its <br />policies and go back and review. He believed Mrs. Tillman is <br />very knowledgeable but needs more time to get organized, and <br />suggested the Board give her a year to be on the job before going <br />along with her self-insurance proposal. <br />OMB Baird expressed staff's feeling that Mrs. Tillman is <br />right that we should go totally self-insured in the future, but <br />did not favor the idea of being partially self-insured at this <br />time. <br />Commissioner Eggert stated that she is very much for going <br />totally self-insured. She is kind of an all or nothing person, <br />and is not totally content with what has been presented by the <br />Risk Manager. She would initially prefer to go with the <br />recommendation from the Acting Administrator, the OMB Director, <br />and the County Attorney. <br />Commissioner Bowman believed the reason Mrs. Tillman <br />suggested going with Gallagher -Bassett this year is that she sees <br />it as the least risk. <br />Commissioner Bird commented that even in the short time Mrs. <br />Tillman has been here, he feels some confidence in her and her <br />background.
