4) Any •citrus crop maintenance, management, or derived <br />income would remain Mrs. Walker's until actual road <br />construction begins. <br />5) Approval to pay the property owners attorney fee of <br />$3,088.50 and the property owners appraisal fee of <br />$4,513.00 at this time as part of the settlement. <br />Total Cash Settlement $269,752.50 <br />MOTION WAS MADE BY Commissioner Eggert, SECONDED by <br />Commissioner Bowman, to approve purchase of the 6.943 <br />acre R/W from Grace Locke Walker on the terms set out <br />above. <br />Commissioner Bird noted that if we had to pay for the re- <br />mainder of the R/W needed at this same rate, there wouldn't be <br />enough money in the state of Florida to build the road. He knows <br />that different property owners react different ways, but he <br />believed to pay this kind of money for that strip of land and <br />enhance the value on each side by creating Indian River <br />Boulevard frontage property, plus give them turning lanes, <br />access, etc., is going too far. <br />Public Works Director Davis stated that we are not giving <br />them access to the highway in terms of median cuts, etc. This <br />is a pure R/W acquisition purchase, and Chairman Scurlock <br />believed our own appraisal came in higher. <br />County Attorney Vitunac confirmed that we would pay far more <br />if we went to condemnation, and it would take another year to get <br />it. <br />Commissioner Bowman commented that the only thing that <br />bothered her is the permanent access, but it seems it is on 45th <br />Street.
