Executive Summary <br />The findings/work product of this study have been based upon a <br />series of indepth interviews with individuals and participants in <br />the.Judicial system. It is difficult, at best, to consolidate the <br />significant amount of information gathered into a summary that <br />informs the reader. You are encouraged to review the entire study <br />so as to be completely knowledgeable of the rationale and informa- <br />tion which has lead to the recommendations. <br />Major findings/conclusions of the study are noted in the following <br />executive summary: <br />1. Space Needs: Current and Future: <br />The various elements of the Indian River County Judicial System <br />are impacted by being located in spaces generally inadequate <br />for their present needs, and unable to provide for expansion <br />anticipated in the future. Current and cumulative future <br />needs, as detailed in this space needs study, are as follows: <br />Phase) <br />current needs <br />year 1986 <br />Phased <br />1r2000 <br />Phase 18 <br />year2010 <br />74,857 sq. ft. <br />103,401 sq. ft. <br />133,383 sq. ft. <br />2. Site Location <br />The consultant recommends continued utilization of the downtown <br />location, predicated upon land acquisition as detailed in this <br />report. We conclude, based upon several criteria, that the <br />existing facilities should be "recycled" and the site be <br />retained as the Judicial Center of Indian River County. <br />3. Recommended Option <br />The consultant recommends the selection of Option "B", a three - <br />phased development designed to provide an orderly sequence and <br />utilization of existing and proposed facilities. The phases <br />are describe as follows: <br />Phase IA: 1989 <br />The County would lease a portion of the Pocahontas Building, <br />located adjacent to and south of the existing courthouse, for <br />utilization as a Fifth Courtroom. This courtroom would be for <br />non -jury trials, county or civil, and would include space for a <br />judicial "set° or chambers. <br />Phase II: 1990 <br />Construct a new judicial facility to be located to the north of <br />the Annex Building and northwest of the courthouse. Acquire <br />Lots 10 through 14 of Block 30 between 22nd and 23rd Street and <br />the two lots to the North of the existing-gtate's Attorneys <br />offices. The new facility would be designed to accommodate all <br />elements of the criminal justice system including: <br />• Circuit and County Courts <br />• Court Associated Spaces <br />• Grand Jury <br />• Security Areas <br />• Clerk of the Court <br />• Public Defender <br />• State's Attorney <br />• Law Library <br />Phase II -A: 1991 - 1992 <br />Upon completion of the new Judicial facility, demolish the <br />existing Courthouse and Annex Buildings and begin construction <br />site improvements, parking, landscaping, etc. <br />Phase II: 2000 <br />To accommodate anticipated growth, expand the Judicial Building <br />by an addition of approximately 28,500 square feet. <br />Phase III: 2010 <br />Additional space needs of those elements contained in the <br />Judicial Building would be accommodated by an addition of <br />approximately 30,000 square feet. <br />17 BOOK 75 F'KE 115 <br />NOV 81988 <br />
