Chairman Scurlock advised that the Financial Advisory <br />Committee has agreed to meet with the bond counsel people the <br />first week in December and he has asked each of the Commissioners <br />to prepare a 5, 10 and perhaps a 15 year needs package for <br />essential projects being proposed by their respective committees. <br />The FAC feels the 1$ sales tax is a viable option to look at, and <br />once the Commissioners give them the numbers, they will put those <br />figures together and come up with a vehicle to educate the public. <br />He believed this community is sophisticated and intelligent enough <br />to vote for an additional It sales tax to support the construction <br />of these projects, knowing that the only other way to pay for <br />these capital improvements would be through ad valorem taxes and <br />not everybody pays those taxes. Using the present figures, we are <br />looking at generating $5 -million per year with an additional 1$ <br />sales tax. <br />Commissioner Bird felt that is what it is going to take, <br />because it is not only the construction costs of these new <br />buildings, the costs for maintenance and staffing are substantial. <br />Commissioner Wheeler suggested that since the City of Vero <br />Beach would be receiving a portion of that sales tax, they might <br />be willing to work with the County in educating the public in the <br />necessity of going to an additional 1t sales tax. <br />Chairman Scurlock advised that after their December meeting, <br />the FAC would meet with the different municipalities and come back <br />to the Board with their numbers and recommendations sometime in <br />March. <br />Commissioner Bird suggested that maybe the City of Vero Beach <br />would be willing to designate a certain portion of their share of <br />their taxes towards the downtown redevelopment program. <br />Chairman Scurlock explained there is a timeframe for taking <br />this to the public and getting it in place. We have a one-time <br />shot at it, and that is where the concern is. Do you do it for 1 <br />year, 5 years, or go to the full flexibility of 15 years.
