ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved <br />the contract with Dow, Howell, Gilmore Associates, <br />Inc., and authorized the signature of the Chairman <br />G <br />when the insurance requirements have been resolved <br />as recommended by the Acting Administrator. <br />SAID CONTRACT WILL BE MADE A PART OF THE RECORD WHEN FULLY <br />EXECUTED AND RECEIVED. <br />) <br />PERC RULING ON CWA CHALLENGE TO UNION DE -CERTIFICATION ELECTION <br />Acting Administrator Collins informed the Board that the <br />Order issued by PERC (Public Employees Relation Committee), which <br />we just received yesterday, essentially said that the charges of <br />the Union were unfounded and upheld the decertification; so, he <br />now would recommend implementing the salary raises that have been <br />held up, including retroactive. <br />Chairman Scurlock wished to state for the record that <br />basically the Commission over the past number of years has taken <br />a firm stand on retroactivity in terms of the actual negotiating <br />process, and he wished to differentiate this particular action <br />which he felt is merited in that there was a complication here <br />that was not under the control of the employee.
