F. Consultant Selection for Comprehensive Plan Project <br />The Board reviewed memo from the Community Development <br />Director: <br />TO: William G. Collins, II <br />Acting County Administrator <br />FROM: Robert M. Keating, AICP K <br />Community Development Director <br />DATE: November 7, 1988 <br />SUBJECT: CONSULTANT SELECTION FOR COMPREHENSIVE <br />PLAN PROJECT <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting of November 15, 1988. <br />DESCRIPTION & CONDITIONS: <br />Indian River County must submit its revised comprehensive plan,` <br />meeting 9J-5, FAC requirements, to the state by September_ 1, <br />1989. To assist the staff in meeting this mandate, the Board of <br />County Commissioners allocated in its FY88/89 budget $50,000 to <br />the planning department for comprehensive planning consulting <br />services. <br />On September 6, 1988, the Board of County Commissioners approved <br />the planning department's proposal for using these funds and <br />authorized the staff to release an RFP. The planning <br />department's proposal was to select several consulting firms which <br />would then be contracted to perform specific comprehensive plan <br />projects. This would eliminate the need to go through the <br />selection process separately for a number of small projects. <br />In September, 1988, the staff distributed copies of the RFP to <br />interested firm. Thirteen of those firms submitted complete <br />responses. Those firms were: <br />Jee & Jenson <br />Harland, Bartholomew & Assocs <br />Resource Engineering & Planning <br />KBN Engineering & Applied Sciences <br />William Bishop Engineering <br />Transportation Consulting Group <br />Reynolds, Smith & Hills <br />Boyle Engineering <br />Solin & Associates <br />Geographic Parameters <br />Briley, Wild & Assocs <br />The Gosline Company <br />Gunster, Yoakley, Criser <br />& Stewart/Urban Design <br />Studio <br />On -November 4, 1988, the consultant selection committee, composed <br />of Commissioner Carolyn Eggert, Bill Collins, Jim Davis and Bob <br />Keating, met and ranked the submittals. <br />ALTERNATIVES & ANALYSIS: <br />Because of the broad scope of the comprehensive plan and the <br />diversity of expertise represented by the firms submitting <br />proposals, the selection committee decided to rank the firms in <br />several categories.
