He personally has always viewed OCR as a less intense <br />district that is more compatible to have next to residential, and <br />now he is hearing some conflicting statements which makes him <br />wonder where he was wrong. <br />Director Keating believed the Chairman was correct in his <br />perception of OCR as less intense because with retail you can get <br />a more intense use in that you have more truck traffic, longer <br />hours, etc. <br />Commissioner Eggert advised that what has her concerned now <br />is that when property owners from Vista call and tell her what <br />they want to see there, they talk about such things as the <br />Village Shoppes, but those would only be allowed in commercial <br />zoning. She asked that Director Keating make it clear just what <br />kind of retail can be put in OCR and what can be allowed in CL. <br />Director Keating reviewed the commercial uses allowed in <br />OCR, explaining that there are two general categories - General <br />Office and Financial Services, which would include professional <br />offices, banks and health services, and the other category is <br />Business Services, which basically are a lot like office uses <br />themselves - advertising agencies, insurance agencies, office <br />equipment, research facilities, and TV and broadcasting <br />facilities. Under Special Exception uses there is a provision <br />for accessory retail uses. Those uses cannot be free standing <br />but have to be included within another building, and these are <br />generally carry -out restaurants, limited sales and personal <br />services. <br />Commissioner Eggert asked if a carry -out restaurant would <br />include a deli type of thing, and Director Keating confirmed that <br />it would, but it would have to comprise no more than 20% of the <br />ground floor area of the structure in which it is located. The <br />difference with CL is that the commercial uses are much more <br />extensive and cover a much wider range. The site plan submitted <br />earlier was in compliance with CL, except one of the uses was an <br />administrative permit use and that was the department store use. <br />22 <br />
