BOOK 75 F,,,GE.281 <br />Mr. Byrd stated that with retail at single story and offices <br />at 3 stories, or 80,000 sq. ft. of retail versus 200,000 sq. ft. <br />of office, retail would produce 315 new trips while the offices <br />would produce 350, or a 11% increase. In dealing with this <br />reduced land use as opposed to what they had with the Boulevard <br />Shops, he is comfortable with the level of improvements they had. <br />Mr. Byrd felt it all comes down to 3 -story versus 1 -story. <br />Commissioner Bowman believed CL has more truck traffic than <br />OCR, and the Chairman again emphasized that no one really knows <br />just what this will be because they are going to try to market <br />the property. <br />Discussion continued, and Public Works Director Davis asked <br />if Mr. Byrd is saying that without the Indian River Boulevard <br />connection, the U.S.I. connection could work only if it is <br />signalized. <br />Mr. Byrd stated that he was not and emphasized that you must <br />have the warrants to permit the signalization. Warrants were <br />developed specitically to tell us whether or not there is enough <br />traffic congestion and delay to warrant interrupting U.S.I. <br />traffic. He further pointed out that the DOT's policy is that <br />they won't put up a signal until the development is built and the <br />trattic is actually there, <br />Further discussion ensued about the previous site plan for <br />the Boulevard Shops which was 160,000 sq. ft. and now we are <br />looking at 80,000 sq. ft. Commissioner Bowman noted that the <br />first site plan called for a development about the size of three <br />WalMarts. She felt without a traffic light here, no one will be <br />able to get out onto U.S.1., especially if we get a big <br />sub -regional mall at Oslo Road. <br />Attorney Brandenburg requested that he be given an oppor- <br />tunity to rebut after the other presentations are made. <br />The Chairman asked if anyone present wished to be heard. <br />Attorney Bruce Barkett came before the Board representing <br />Vista Civic Association, which is an organization consisting of <br />30 <br />
