That <br />involves 1,200 people, and to say that peak hours will affect <br />them in relation to their travels and an OCR type use is totally <br />incorrect since they are mainly retired people. Their concern is <br />the constant traffic all day and all night that a commercial use <br />would bring about. As to the issue of fairness, Mr. Lloyd did <br />not feel the Commission should overlook common sense. If every <br />property in the county went by the rule that since it has been <br />commercial 50 years, it should never change, then everything down <br />to the St. Lucie County line would be a strip center. Mr. Lloyd <br />then referred to the old brochure which invites residents "to <br />enjoy nature's miracles in their own backyard" referring to the <br />exquisite gardens and ponds, 150 varieties of trees, wildlife, <br />etc., and states that they have reserved 1/3 of the site to be <br />reserved as undisturbed "Florida hammock." <br />Discussion ensued regarding the definition of hammock, which <br />is property that is higher than the land surrounding it, and, <br />therefore, could not possibly refer to the wetlands along the <br />river. <br />Attorney Lloyd continued that one of the uses allowed under <br />CL is convenience stores, and everyone is aware of the problems <br />we have with those. He also believed no one has mentioned that <br />OCR is seldom used on weekends. Mr. Lloyd continued to argue the <br />compatibility of OCR rather than CL. <br />Raymond Cox, 60 Woodland Drive, president of Vista Civic <br />Association, wished to clarify that they represent property <br />owners in both Vista Gardens and Vista Royale in about equal <br />numbers. He advised that something that has helped him visualize <br />this whole project is that it was indicated that it could be <br />about the size of the Vero Mall. The Vero Mall has two entrances <br />and exits on U.S.2 and now has a nice signalized exit on 12th <br />Street. He then envisioned the normal traffic from that size <br />retail development constricted by the'bridge over the South <br />Relief Canal, stressing that although the DOT has that bridge on <br />34 <br />r <br />
