TO: William Collins DATE: November 16, 1988 FILE: <br />Acting County Administrator <br />1->113 <br />FROMDoug Wright pe - <br />: Project Manager <br />Phase III, Indian River County Jail <br />SUBJECT: Frizzell Architects Pre- <br />sentation to Board on <br />Phase III of Indian River <br />County Jail <br />REFERENCES: <br />Frizzell Architect requests that approximately thirty minutes <br />be set aside for a presentation to the Board of County Com- <br />missioners on plans for Phase III of the Indian River County <br />Jail at the scheduled meeting of December 6, 1988. Project <br />costs will also be discussed in some detail for consideration <br />by the Board.. <br />Subsequent to the presentation, the architect and the Project <br />Manager would like direction as to time frames for advertise- <br />ment for bids and identification of the funding source for this <br />project. <br />A copy of the cost estimate as prepared by Construction Cost <br />Systems is attached to this memorandum. It should be noted <br />that the projected total of the project is $4,728,024if a mid- <br />constructuon date of August, 1989 occurs. If bids are not taken <br />until the month of January, a maximum twenty-four month construc- <br />tion period would be approximately January, 1990. This would <br />cause the project costs to increase the total in the neighbor- <br />hood of $4.8 million as Construction Costs Systems notes the <br />County can expect a 0.30% escalation factor for each month be- <br />yond the August 1989 mid -construction date. <br />Staff requests the Board of County Commissioners permit Frizzell <br />Architects to make the planned presentation, examine the cost <br />estimates and then provide direction for how timely the project <br />should proceed. <br />Ronald Sebring, Project Manager for Frizzell Architects, <br />believed the Board is familiar with the proposed plan for Phase <br />HI from presentations at previous meetings. They have finished <br />the construction documents and specifications and would like <br />Board approval so they may release them to bid, and he would just <br />like to point out some changes that have occurred. He advised <br />that they have reviewed these drawings with Mr. Wright and <br />Captain Reese and staff. They have received some comments re <br />some changes, and they are asking for approval contingent on <br />those being taken care of.
