DEC Fi988 <br />75 [AGE 322 <br />Acting Administrator Collins expressed his opinion that the <br />bridge should stay closed because the contractor will want us to <br />waive all his liability. We have moved into a partial self- <br />insurance program and we should not be taking on any more risks. <br />County Attorney Vitunac confirmed that was the opinion of <br />the County Attorney's office also. <br />Discussion continued re expediting the opening of the <br />bridge, and Commissioner Bird wished to know a time frame. <br />Director Davis advised that the contract time is very close <br />to completion; so, the contractor should be working as quickly as <br />he can. He believed it will be another 2 to 3 weeks. <br />Commissioner Bird still felt with proper barricades it could <br />be made safe for traffic. <br />Motion made by Commissioner Bird to open the King's <br />Highway Bridge died for lack of a second. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, Commissioner Bird voting in opposition, <br />the Board by a 4 to 1 vote directed that traffic be kept <br />off the King's Highway Bridge until safety devices and <br />guard rails can be installed and that this be done as <br />quickly as possible. <br />APPROVAL OF MASTER AGREEMENT WITH BOYLE ENGINEERING CORPORATION <br />The Board reviewed memo from the Utility staff: <br />72 <br />
