REQUEST BY SAINT SEBASTIAN CATHOLIC CHURCH FOR USE OF 134TH <br />STREET SOUTH OF ROSELAND ROAD <br />The Board reviewed the following memo dated 12/5/88: <br />TO: William G. Davis, P.E. <br />Public Works Director. <br />SUBJECT: Request by Saint Sebastian Catholic Church for Use of <br />134th Street South of Roseland Road <br />REF. LETTER: Rev. Joseph LeSage to James Davis dated 11-22-88 <br />DATE: December 5, 1988 <br />DESCRIPTION AND CONDITIONS <br />In March, 1988, the residents of 134th Street requested that the <br />unpaved road (134th Street) be closed at it's southern terminus <br />due to large volumes of traffic being generated by the Saint <br />Sebastian Catholic Church. On April 25, 1988, this matter was <br />considered by the Board of County Commissioners. At that time, <br />staff was requested to communicate with the Church to determine <br />if the Church would be willing to participate in paving 134th <br />Street. Upon further discussion, the Church preferred the road <br />be closed and the County installed non-movable barricades at the <br />end of the public right-of-way. <br />In November, 1988, the Sebastian City Council received additional <br />complaints regarding traffic congestion at the Church's connection <br />to US 1 in Sebastian. The Church and Public Works Department i <br />staff had further discussions, resulting in the Church agreeing <br />to donate $10,000 towards the road paving subject to the Church <br />being allowed to maintain a proper fence type barricade at the <br />end of the road so that it could be opened at times when events <br />were held at the Church and closed at other times (see attached <br />letter from Rev. LeSage dated 11-22-88). <br />ALTERNATIVES AND ANALYSIS <br />Based upon benefit, staff is of the opinion that the Church's <br />offer to pay $10,000 towards the road paving is reasonable. The <br />alternatives are as follows: - <br />Alternative No. 1 <br />Schedule a public hearing for Special Assessment Paving of <br />134th Street in Roseland. At that time, local residents <br />would be able to voice their opinion. Accept the Church's <br />contribution of #10,000 if paving is approved. <br />Alternative No. 2 <br />Deny the request, leave the road unpaved and permanently <br />barricaded. <br />RECOMMENDATION AND FUNDING <br />Staff recommends Alternative No. 1 whereby a Special Assessment <br />Public Hearing is recommended.
