DEC 101988 <br />75 F'AGc 39 <br />-be appropriate to assure Indian River County that Sebastian <br />Inlet State Recreation Area would receive funding equal to the <br />amount raised in entrance fees. It was agreed that this would <br />require a memorandum of agreement between the county and this <br />department. <br />All user fees generated by the parks are paid into the state <br />Recreation and. Parks Trust Fund and are appropriated by the <br />legislature for funding to individual parks. The agreement <br />would have to state the department's intention to seek full <br />appropriation of entrance fees for the park as we are not able <br />to commit the legislature to any funding. We would also commit <br />to working closely with Indian River County's legislative <br />delegation to appropriate .continued high levels of funding for <br />Sebastian Inlet State Recreation Area. <br />Although charging user fees is not a popular action in any <br />park, it is critical that users contribute some portion of the <br />funds needed so that we may continue to operate the park at <br />current levels and to seek additional funds for improvements to <br />facilities and services. <br />Please let me know if you or your fellow commissioners have any <br />questions. <br />Sincerely, <br />ndy Lewis, Director <br />Office of Communications <br />Commissioner Bird advised that the State has given us the <br />following responses to the 4 options we established regarding the <br />charging of entrance fees at the Sebastian Inlet Park: <br />1) Charge no fees and continue to maintain the Park. <br />(The State is not agreeable to that.) <br />2) Waive the fees for Indian River County residents, <br />but go ahead and charge fees to others using the <br />Park. (The Attorney General's Office had advised <br />the Park Service that the fees could not be waived <br />for any particular group.) <br />3) Go ahead and charge fees, but keep the fees in the <br />budget at the Park to help develop and maintain the <br />Park. (The State is agreeable to trying to <br />structure an agreement with us along those lines.) <br />4. Go ahead and charge the fees and agree to lift our <br />deed restriction. <br />Returning to Option #3, Commissioner Bird felt that the <br />recommendation at this point is that we ask our Legal Department <br />to work with the legal department ofthe State to see what kind <br />51 <br />
