to create another County department when a county department <br />already exists with certain responsibilities related to EMS by <br />Ordinance 87-66 which creates a position of EMS Director with <br />responsibility for the Certificates of Public Convenience & <br />Necessity and monitoring of compliance with that ordinance. Mr. <br />Wright stressed the point that we actively have sought the <br />cooperation of the Hospital. They are an integral part of this <br />proposal and we would even beg them to help us develop a model <br />system in this county. Mr. Wright also stressed that we would <br />certainly continue to use the Medical Director in the Hospital, <br />and that volunteers certainly are not going to be supervising <br />paramedics. <br />Chairman Scurlock asked if there is any thought or intention <br />in the county plan of doing away with paramedics or requiring <br />paramedics to be firemen or not to have a physician in charge of <br />medical treatment. <br />Mr. Wright confirmed that there are no such intentions; it <br />is required that a physician be in charge of the medical treat- <br />ment. He then went over the benefits of the County proposal, <br />pointing out that the County plan does provide a single focus of <br />management as recommended in the Ward Report. The populace can <br />more readily access the Board of County Commissioners, and there <br />will be a reduction in the number of vehicles racing to the scene <br />because paramedics woutd be on the ambulances where they belong. <br />The County plan should eliminate the redundancy issue and <br />inter -agency competitiveness. There will be a reduction in <br />central dispatch activities as paramedics will no longer be in <br />separate vehicles and there also should be an improvement in <br />response time. There will be a central point for citizens' <br />complaints and centrally controlled quality assurance. This <br />proposal will treat both hospitals and providers fair and <br />equally, and will in no way compromise the level of patient care. <br />Mr. Wright did not believe we are wrong when we have the support <br />of every other provider in this county except for the Hospital, <br />1 3 BOOK 75 f'AF. 412 <br />DEC 2 0 1988 <br />
