It keeps intact much of the existing delivery system <br />which minimizes change and friction. <br />2. It is financially more conservative and minimizes the <br />financial risk to the taxpayer. The County Commission <br />is a body more responsible to the taxpayer. The Hospi- <br />tal District Commissioners have shown many times that. <br />they are only responsive to the Indian River Memorial <br />Hospital without regards to the pocketbooks of the <br />taxpayers. <br />3. The County is a neutral party and a County run service <br />would eliminate territorial turf wars between the two <br />existing Hospitals. <br />4. A County controlled ambulance system is operational <br />in the majority of the counties in the State of Florida. <br />Indian River Memorial Hospital is creating unnecessary <br />public hysteria in their claim that a Hospital based <br />program can deliver better quality pre -hospital care. <br />Quality or Hospital based is not the issue. Competence <br />of paramedics and transport personnel is. The County <br />approach can certainly provide a high level of com- <br />petence. <br />16 <br />
