McCA <br />PROJECTS ENGINEE <br />DEPARTMENT OF UT1`1JYTY SERVICES <br />SUBJECT: U.S.#1 SOUTH FORCE MAIN <br />DEVELOPERS AGREEMENT - 1400 DEVELOPMENT CORPORATION <br />BACKGROUND: <br />The Wastewater Master Plan states the U. S. #1 South corridor (U. S. <br />#1 south of 4th Street) as being serviced by a sewer force main. <br />The Master Plan does not call for this line to be constructed until <br />1990. However, developers have approached the Utilities Department <br />to construct the line now and the Department wishes to enter into a <br />Developers Agreement for this purpose. <br />ANALYSIS: <br />The project is to be broken up into two phases. <br />Phase I will run from Grove Isle to Wal-Mart, with a total estimated <br />cost of $750,000.00. The developers will put up $86,925.00 which is <br />their share of line costs, along with $420,000.00 in prepaid impact <br />fees, which constitutes approximately 59% of the impact fees the <br />developers will ultimately pay. The remaining $243,075.00, which is <br />the County's share, will be paid from our Impact Fee Account, which <br />will ultimately be replaced by the payment of the remaining impact <br />fees due from the developers. <br />Phase II of this project will run from Wal-Mart to the City of Vero <br />Beach water treatment plant, with a total estimated cost of <br />$550,000.00. The developers will put_ up $63,745.00 which <br />constitutes their share of the line costs. The 'remaining <br />$486,255.00 will be paid by the assessment of the property owners <br />along Indian River Boulevard (IRB) between the intersection of IRB <br />and U.S. #1 and the City of Vero Beach wastewater treatment plant. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the action requested and <br />authorize the signing of the attached Developers Agreement. <br />Chairman Scurlock believed this has been revised from the <br />backup material presented. <br />Administrator Collins confirmed there is a new contract. <br />There was one provision under Paragraph 2 which said in the event <br />35 <br />
