Eggert0A REFERENCES: <br />County Commissioner <br />On Friday, December 9, 1988, the Emergency Services <br />Coordinating Committee met to review the three proposed plans for <br />a unified EMS system as prepared by the South Indian River County <br />Fire District, Indian River County Hospital District, and Indian <br />River County. The South Indian River County Fire District <br />withdrew its plan in favor of the Indian River County Plan. <br />After much discussion and public input, a motion was made to <br />recommend to the Board of County Commissioners that they approve <br />the Indian River County Plan. Voting was as follows: <br />Indian River County Volunteer Ambulance Squad - abstained atxd <br />then voted yes <br />Fellsmere/Sebastian Volunteer Ambulance Squad - yes <br />North County Fire District - yes <br />South County Fire District - yes <br />Fellsmere Police Department - yes <br />Sebastian Police Department - yes <br />Vero Beach Police Department - yes <br />Indian River Shores Public Safety Department - yes <br />Indian River County Sheriff's Department - yes <br />Central Dispatch - yes <br />Indian River Memorial Hospital District - no <br />Indian River Memorial Hospital, Inc. - no <br />Indian River Memorial Hospital ALS - no <br />Sebastian Humana Hospital - yes <br />Public Health Department - yes <br />Prior to this final vote being taken, a motion was made to <br />study a proposal by Michael O'Grady to have the Hospital District <br />pay the medical director and paramedics and contract them to the <br />County and bring the results of this study to the next meeting. <br />This was defeated 11-4. Because I felt that we should keep lines <br />of communication open with the hospital, I asked Doug Wright and <br />Charles Vitunac to meet with Alan Polackwich and Michael O'Grady. <br />If the Commission adopts the County Plan, I would like to see our <br />current medical director from Indian River Memorial Hospital <br />continue, but I feel that the paramedics should be under <br />operational control of the County's EMS director and their <br />paychecks should be signed or validated by him. State law <br />requires a Medical Director whose function is to provide medical <br />protocols which direct the medical aspects of the EMS service, <br />supervises the training and reviews the medical job performance <br />of the paramedics and EMT's. In the County Plan the Medical <br />Director would work closely -with the Emergency Services Director. <br />Humana Hospital in Sebastian is opposed to the Indian River <br />Memorial Hospital District Plan (see letter). <br />7 <br />DEC 2 01988 <br />BOOK .75 PACE 406 <br />
