PAVING QF BLUE CYPRESS LAKE ROAD <br />Boor 75 FAH 494 <br />The Board reviewed the following memo dated 11/8/88: <br />TO: William G. Collins II, <br />Acting County dGmirfistrator <br />FROM: Gary W.'Wheeler, <br />County Commissioner <br />SUBJECT: <br />Paving of Blue Cypress <br />DATE: November 8, 1988 <br />Lake Road <br />J08 c <br />The unpaved condition of Blue Cypress Lake Road has been a <br />continuous maintenance problem for Indian River County since the <br />lake has been open to the public. The Public Works Department <br />has proposed various funding plans to pave the road, but no <br />approved program has come forth. In speaking with Jim Davis, the <br />County would probably benefit from a small scale program to pave <br />1/4 mile of the road per year. This would initially improve the <br />road's connection to SR6Q which is under constant stress due to <br />vehicles entering SR60. The cost could be absorbed in Road and <br />Bridge Division's annual budget. I would like this item <br />discussed at a regularly scheduled Board of County Commission <br />meeting. <br />The cost to pave 1/4 mile of road would be $4.50/sy or $11,700. <br />Administrator Collins explained that he placed this matter <br />on the Agenda today for discussion purposes to see how the Board <br />feels about the County paying for the paving of the road. <br />Commissioner Scurlock felt that it was totally inappropriate <br />to pick up the total tab for paving an access to a lake that is <br />used to a great extent by out of county residents. He believed we <br />should look at a multitude of sources to pay for the paving, such <br />as charging $1.00 or $2.00 for launching a boat at the park. If <br />the Board decides to pave that road, he suggested that some <br />safety provision be made such as bumps to slow down the traffic. <br />Public Works Director Jim Davis advised that we have already <br />spent $10,000-$15,000 on additional fill to raise the elevation <br />of the road by one foot, and his concern was that the rains will <br />wash that material back into the marsh and we will have to bring <br />it up a foot in another 2-3 years from now. There will be a <br />continual problem of raising the elevation of the road to keep it <br />out of the higher ground watertable that has been created due to <br />50 <br />
