Commissioner Bowman wanted us to make sure that their school <br />insurance covers the Iiability'at the golf course, and <br />Administrator Collins stated he would check that out. <br />E911 CENTER - SERVICE AGREEMENT WITH EPE AND REPLACEMENT OF <br />UNINTERRUPTED POWER SUPPLY (UPS) BATTERIES <br />The Board reviewed the following memo dated 12114/88: <br />TO: William Collins DATE: December 14, 1988 FILE: <br />Acting County Administrator <br />ti <br />FROM: Doug Wright <br />E911 Coordinator <br />SUBJECT: <br />Replacement of Uninterrupted <br />Power Supply (UPS) Batteries <br />of E911 Center and Approval <br />of Service Agreement <br />REFERENCES:, <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />during the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />Recently Central Dispatch experienced the third failure of the E911 <br />system. The failure was again attributed to the UPS system and <br />resulted in the loss of radio dispatch capabilities, computer oper- <br />ations, and the administrative phone system. Upon examination by <br />Lynn Williams and a representative of EPE Technologies, Inc., it <br />was discovered that a third power battery in the battery cabinet <br />had failed. The first one failed on July of 1988, the second on <br />November 14, 1988. On December 12, 1988, a third battery failed <br />rendering the Central Dispatch without power to perform emergency <br />dispatch. <br />EPE Technologies, Inc., has informed the County that they have prior <br />experienced problems with these batteries. He indicated that these <br />batteries have a history of a one year life as opposed to an eight <br />year life for another brand of battery. He also informed the re- <br />ferenced county officials that there was a great probability that <br />if the manufacturer of the batteries were changed, the battery cabinet <br />would also have to be replaced which would amount to several thousand <br />dollars. It is unfortunate that the warranty period for the batteries <br />has expired as only one year was guaranteed. <br />Each time a battery goes bad, it can be taken out of the circuit, <br />but this reduces the amount of power that the UPS can provide and <br />also requires that EPE adjust the charging system. If the power <br />adjustment is not done, it will overcharge the other remaining bat- <br />teries and cause additional damage. Each time the EPE representative <br />travels to Indian River County to make this adjustment, the County <br />incurs an expense exceeding $800 computed at $100 per hour for a <br />Minimum of eight (8) hours. <br />JAN 3 1989 <br />53 <br />BOOK 75 F ,E 497 <br />
