Eggert REFERENCES: <br />County Commissioner <br />The attached sheet of funding alternatives for the County ALS <br />(and BLS) systems has been prepared by Charles Vitunac. Indian <br />River Shores prefers the_ Special Assessment District to avoid <br />dual taxation. <br />I request that the Board of County Commissioners give us <br />direction as to the preferred method of financing under the <br />County Plan to make up the difference between insurance collected <br />and cost of EMS service. Eggert <br />FROM: Charles P. i tufac , County Attorney <br />DATE: November 30, 1988 (dictated 11/23/88) <br />RE: <br />FUNDING ALTERNATIVES FOR POSSIBLE <br />COUNTY PROVISION OF BASIC AND ADVANCED <br />LIFE SUPPORT SERVICES - COUNTYWIDE <br />You asked me to prepare a list of funding alternatives for having the <br />Board of County Commissioners provide basic and advanced life support <br />services for all or part of ihdian River County. <br />There are three sources of revenue available to the Board of County <br />Commissioners: (1) ad valorem taxes, (2) special assessments, and (3) <br />service charges. There are four jurisdictions in which the Board may <br />wish to spend these revenues, i.e., unincorporated area only, cities <br />only, part unincorporated area/part city but less than all county, and <br />the entire county. Finally, there are three financing entities <br />available to the Board to provide the services, i.e., the general <br />fund, municipal services taxing or benefit units ("MSTU"s or "MSBU"s), <br />and special taxing -or assessment districts. <br />(1) The following chart indicates the financing entities and . <br />jurisdictions in which ad valorem taxes can be raised: <br />79 <br />
