pr - <br />JAN 1`1 1389 <br />BOOK 75 rA u 62,43 <br />ON MOTION by Commissioner Eggert, SECONDED <br />by Commissioner Bowman, Board unanimously approved <br />the final assessment rolls for the paving of the <br />roads listed in the above memo, and directed the <br />Office of the Clerk to the Board transfer the rolls <br />to the Tax Collector for collection. <br />Public Works Director Jim Davis updated the Board on the <br />status of the petition paving program, and advised that a full <br />report will be given to the Board at the next meeting regarding <br />our efforts in contracting out for engineering services for some <br />of the assessment projects. Staff has not been successful in <br />negotiating a good price with the first engineering firm selected, <br />and are recommending that we go to the next firm. Hopefully, we <br />can do three of the big projects with consulting engineers. The <br />first time out the bids came in at 20% of projection costs, and he <br />did not feel that a 20% engineering fee justifies the County's <br />going outside for those services. <br />Commissioner Scurlock was concerned about the inconsistency <br />of our grading patterns, particularly in the southwest part of <br />Vero Beach where you find several paved roads in a row and then a <br />dirt road followed by several more paved roads. He would like to <br />see us go ahead and square off these areas and get those dirt <br />roads paved so that our grading program is more cost effective. <br />Director Davis advised that they are trying to keep abreast <br />of that and are always trying to consolidate the grading routes. <br />Commissioner Scurlock felt that the Engineering Dept. is <br />doing a great job with the petition paving program, especially <br />with theirr limited resources right now, but believed we need to <br />get a little more aggressive. <br />Chairman Wheeler agreed, but felt that if we are going to <br />have involuntary assessments, we need to approach it in a very <br />consistent fashion.
