The present hydraulic crane is in <br />such poor mechanical condition it is not feasible to make the <br />necessary repairs. <br />FUNDING <br />The budgeted amount for this equipment is $9,341.79 short of the <br />bid. Due to the lower bids on other equipment in the budget there <br />is more than enough excess funds to cover the shortage on this bid. <br />RECOMMENDATION <br />Based on the need for this equipment staff recommends Hydraulic <br />Maintenance, Inc. be the bid and allow the budgeted monies to be <br />used accordingly. <br />Commissioner Scurlock always felt a little uneasy whenever <br />we get just one bid. <br />General Services Director Sonny Dean advised that we sent <br />out 18 bid invitations and every one of them responded. Some <br />firms did not manufacture this equipment, and one firm responded <br />saying that the specs were written too tightly. He didn't know <br />what else could have been done, and couldn't speak for the <br />specifications as they were written by the Public Works Dept. <br />Public Works Director Jim Davis didn't feel that the specs <br />were written too tightly to disqualify bidders. He pointed out <br />that many of the manufacturers of this equipment manufacture <br />larger trucks that utilities would use. The truck and boom that <br />we specified were a little bit lighter than what an electric <br />company would use, but he didn't feel it would be cost effective <br />to go to the larger equipment. <br />Administrator Chandler agreed that staff has done everything <br />they could on this particular item. He advised that the new <br />purchasing agent is starting next Monday and will be looking at <br />the areas where we are not getting competition. <br />12 <br />
