Resolution Setting Time and Place for Public Hearing on <br />Special Assessments for North County Sewer Project <br />The Board reviewed the following memo dated 1/18/89: <br />TO: Board of County Commissioners <br />FROM: Charles itunac, County Attorney <br />DATE: January 18, 1989 <br />RE: B.C.C. MEETING JANUARY 24, 1989 <br />RESOLUTION SETTING TIME AND PLACE FOR PUBLIC <br />HEARING ON NORTH COUNTY SEWER PROJECT <br />By Resolution No. 87-142 the Board approved putting sewers <br />in the North County. The attached resolution begins the <br />process for funding the project by which the County sewer <br />system will be expanded through portions of the City of <br />Sebastian and the North County to be paid for entirely by <br />special assessments by property owners voluntarily joining <br />the program. The resolution directs that notice be given by <br />first-class mail to each property owner, and that <br />publication be made twice in the local newspaper for a <br />public hearing to be held on February 21, 1989. <br />The City of Sebastian is adopting a similar resolution <br />tomorrow, i.e., January 25, 1989, for a public hearing which <br />will be held on February 22, 1989. <br />If both the County and the City approve the assessment <br />programs, the County will proceed to validate a special <br />assessment bond issue secured by liens on all the properties <br />in the system. <br />Staff recommends approval of this first resolution calling <br />for the public hearing on February 21, 1989. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 89-12, fixing the date, time and place for <br />a public hearing to hear and consider any and all <br />complaints as to a sanitary sewer project of the county <br />and the special assessments in lieu of impact fees. <br />19 <br />
