4/01 2 419 <br />BOOK <br />APPROVAL OF COMPREHENSIVE PLAN HOUSING ELEMENT PREPARATION <br />CONTRACT WITH GEE & JENSON <br />The Board reviewed the following memo ,dated 1/17189: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP /WK <br />Community Development Director <br />DATE: January 17, 1989 <br />SUBJECT: REQUEST TO APPROVE COMPREHENSIVE PLAN HOUSING <br />ELEMENT PREPARATION CONTRACT WITH GEE & JENSON <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting of January 24, 1989. <br />DESCRIPTION & CONDITIONS: <br />In the Planning Department's FY 1988-1989 budget, the Board of <br />County Commissioners approved $50,000 for comprehensive plan <br />preparation consulting services. These funds were approved to <br />provide additional resources to assist the staff in preparation <br />of the plan. Appropriation of these funds reflected the fact <br />that the staff was falling behind in comp plan preparation <br />because of day-to-day work and staff vacancies. <br />To provide maximum flexibility in choosing consultants, the staff <br />conducted a selection process which ranked consultants by <br />planning category, rather than by specific projects. On November <br />15, 1988, the Board of County Commissioners approved the <br />consultant rankings recommended by the consultant selection <br />committee. Gee & Jenson was the firm ranked first in the general <br />planning category. <br />ALTERNATIVES & ANALYSIS: <br />In assessing how best to use the available consulting resources, <br />the staff evaluated the progress made up to this point on each' <br />required plan element. Based upon this analysis, the staff <br />determined that the housing element would be the best plan <br />segment to have consultants prepare. <br />Since Gee & Jenson was the firm selected first in the general <br />planning category, the staff negotiated with Gee & Jenson on <br />development of the county housing element. Using state planning <br />requirements as a guide, a housing element work program was <br />prepared, and a proposed contract agreement was negotiated. <br />As proposed, Gee & Jenson would prepare the housing element for <br />$16,500 (including a maximum of $500 for reimbursable expenses). <br />This reflects use of various data and information compiled by the <br />staff. Given the work to be done and the timeframe, the staff <br />feels that the proposed contract is reasonable. <br />RECOMMENDATION: <br />The staff recommends that the Board of County Commissioners <br />approve the proposed contract and authorize the chairman to sign <br />it. <br />41 <br />
