Since the road will not <br />extend south of 14th Street SW and into Vero Beach <br />Highlands, the need for full signalization is not certain. <br />Funds also need to be appropriated for roadwork at a cost of <br />approximately $70,000. <br />Alternative No. 2 <br />Since Vero Beach Highlands will not connect to 20.6h Avenue, <br />the intersection could be opened using two way stop sign <br />control on the 20th Avenue SW approaches in conjunction with <br />a temporary overhead flashing beacon. This alternative <br />would only require contractual placement of the signal poles <br />and a service at a cost of $4,149.53 <br />Upon opening of the intersection under Alternative No. 2, a <br />traffic study would be conducted immediately to determine if <br />warrant conditions exist for installation of a fully <br />actuated traffic signal. If the warrants are found to <br />exist, the signal could then be constructed by the county <br />signal maintenance crew. Additional contractual work may be <br />requested by staff at a later date, if necessary. The <br />$70,000 for roadwork is also required under Alternative #2. <br />RECOMMENDATION AND FUNDING <br />Staff recommends alternative No. 2. A budget amendment is <br />attached to establish funding in the amount of $80,000. <br />Public Works Director Jim Davis explained that the traffic <br />study will be done in-house. The budget amendment is for <br />$80,000, which is approximately $5,000 more than the $70,000 for <br />the roadwork and the $4,149.53 for the signal poles.
