Commissioner Scurlock believed there is also question about <br />what our other sources are. He advised that the Finance Advisory <br />Committee has looked at that in detail, and the fact is that the <br />other sources of revenue that are available simply do not provide <br />enough to accomplish what we need. He believed all counties will <br />be forced to take the same approach we are proposing. <br />Chairman Wheeler agreed with all that has been said, but <br />felt another fact that should be stressed is that there is a $50 <br />maximum tax on a single purchase; so, there is not a lot of <br />incentive to go out of the community to purchase large items, <br />such as cars, etc. He noted that the survey published in the <br />Press Journal indicated the people considered roads, widenings <br />and intersection improvements, the highest priorities, and we <br />could spend practically ail the funds just on that. Chairman <br />Wheeler stressed that this is everyone's community, not just the <br />County Commission's. The Board is here to represent the public, <br />and the Board seeks input so they can represent the public in the <br />fashion we feel they want to be represented, and this will be the <br />people's money going into their community. He personally will <br />vote for this and believed the majority of people who listen to <br />the logic understand the need. If someone does not clearly <br />understand, he hoped they would contact him. <br />Commissioner Scurlock felt it is important to note that <br />while the county has faced its fair share of shortfalls, the <br />communities, such as Fellsmere, for instance, which can't even <br />replace its road grader, need this revenue just to provide the <br />basic services. <br />Commissioner Bowman wished to point out that this tax is not <br />applied to food, medicines or housing, and Commissioner Scurlock <br />believed because it does not apply to those items, it does not <br />place an unfair burden on the poor of the community. <br />Commissioner Bird did not feel we would be overstating the <br />facts to say that this Commission, or any Commission in the next <br />15 <br />'JAN 3 11989 <br />BOOK. 75 rAGI.741 <br />
