ALTERNATIVES AND ANALYSIS <br />The alternatives that appear to be available to Indian River County <br />are as follows: <br />1. Accept the four station wagons from the Hospital and complete <br />the necessary documents for the County to lease the vehicles <br />from GMAC. <br />2. Advise the Hospital that the County would prefer that the <br />leased station wagons be returned to GMAC with costs in- <br />curred in the early termination of the lease to be paid <br />by the Hospital from the ALS revenues budgeted for that <br />purpose. <br />3. Authorize staff to negotiate with leasing vendors to obtain <br />a new vehicle for use by the Chief Paramedic. <br />4. Purchase a new vehicle for the Chief Paramedic to utilize <br />in the EMS program. <br />5. Pay the Chief Paramedic a vehicle allowance in lieu of <br />providing a county vehicle. <br />Alternative #3 is recommended by staff due to the fact that this <br />level of funding is reflected in the budget the County submitted <br />to the Indian River Memorial Hospital for interim funding through <br />September 30, 1989. It is the position of the Department of Emergency <br />Management Services that the budget should not be exceeded to purchase <br />a vehicle with funds supplied by the Hospital. <br />The vehicle allowance is also not recommended in that the Chief Para- <br />medic would have to incur the costs of another personal vehicle. <br />It is his position that Alternative #3 be approved so a vehicle can <br />be obtained in a timely manner. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve <br />Alternative #2 and #3 and direct staff to negotiate with vendors <br />for a vehicle to be leased for use by the Chief Paramedic. The <br />vehicle will be used for official purposes only relating to the EMS <br />program. <br />Staff will negotiate a lease and present same to the Board for action <br />as it deems appropriate. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, to approve Alternative #2 <br />and #3 and direct staff to negotiate with vendors <br />for a vehicle to be leased for use by the Chief <br />Paramedic. <br />Chairman Wheeler commented that he would like to consider <br />carefully whether we'are better off to lease or purchase. The <br />mileage will be a determining factor at the end of the lease, and <br />he would like to really critique the numbers and see how we come <br />out better. <br />23 <br />3 1 1989 <br />R001< 5 FM,E. 749 <br />
