ASHER <br />ASSISTANT DIREC'OOF ADMINISTRATION <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: ACQUISITION OF BREEZY VILLAGE WATER AND SEWER UTILITIES <br />BACKGROUND: <br />The Breezy Village Water and Sewer Utilities serves approximately <br />ninety customers within the Breezy Village Mobile Home Park. <br />The Wastewater Treatment Plant is an 0.015 million gallons per day <br />(MGD) extended air treatment process wastewater plant. <br />The Water Treatment Plant is an 0.015 MGD water plant; it is an <br />aeration/chlorination type plant with a raw water feed. <br />The utility wishes to sell the system and, as a result, the County <br />has been negotiating its purchase. The negotiated price at this <br />time is $65,000.00. <br />ANALYSIS: <br />The County's policy has been to acquire such privately held <br />utilities and to expand its regional and subregional water and <br />wastewater facilities. Acquisition of this system will assist us in <br />implementing this policy. <br />Acquisition costs are to be financed through the Impact Fee Fund and <br />repaid through a surcharge of approximately $11.99 per customer per <br />month. Based upon an average usage of 3,000 gallons per month per <br />customer paying current Indian River county rates plus the estimated <br />$11.99 per customer per month surcharge, the customers would realize <br />an estimated reduction of $3.71 in their monthly charges. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners conceptually approves the proposed <br />purchase agreement based upon the outcome of the Public Hearing. <br />Director Pinto reviewed the history of the on-going problems <br />with the Breezy Village utilities that have existed for the last <br />5 years and noted that the last time this came before the Board, <br />a complaint was filed by the residents of Breezy Village about <br />the quality of the water and the quality of the service. Mr. <br />Pinto advised that these are specific problems that occur when <br />you have small utilities with only 100 customers. Those few <br />customers have to support the total operation of the system, and <br />it becomes a burden.
