LANGt <br />ENVIRONMENTAL, CIALIST <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: TEMPORARY •£ FACILITY <br />BACKGROUND: <br />The Department of Utility Services has a 100,000 gallon wastewater <br />treatment plant sitting idle at the Gifford plant site. The <br />Utilities Department proposes to utilize this facility and assorted <br />surplus materials to provide a sludge and septage treatment facility <br />that is greatly needed by the community. The landfill's sludge and <br />septage facility has been ordered to cease operations by the Florida <br />Department of Environmental Regulation. <br />The project is proposed as a change order to the Glendale Park <br />project and would use the same contractors to save bidding costs and <br />time. The prime contractor, Ted Myers Contracting Co., would <br />provide the labor and equipment to complete the tasks as assigned in <br />the scope of services, except for electrical work, which would be <br />performed by Paragon Electric. New pipe and fittings would be sold <br />directly to Indian River County by Southeastern Municipal Supply. <br />The costs involved <br />$1,785.00 lump sum <br />Municipal Supply. <br />contingency of 10%, <br />ANALYSIS: <br />are $4,400. <br />to Paragon <br />The grand <br />is $7,767. <br />00 lump sum to Ted Myers <br />Electric, and $876.80 to <br />total for the project, <br />98. <br />Contracting, <br />Southeastern <br />including a <br />The County desperately needs a disposal site for sludge and septage, <br />and with the start-up of the new Gifford Wastewater Treatment <br />facility, a plant and a method of ultimate disposal becomes <br />available. The cost associated with the project is minimal and the <br />facility will be taken off-line when the new sludge and septage <br />facility is built. <br />RECOMMENDATION: <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize a change order to the Glendale Park <br />contract and execute the proposals from Ted Myers Contracting and <br />Paragon Electric. The funding for this project will be transferred <br />from the Landfill's 411-217-534-099.92 account. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bowman, the Board unanimously authorized a <br />change order to the Glendale Park contract, authorized <br />the Chairman to execute the proposals from Ted Myers <br />Contracting and Paragon Electric and approved Budget <br />Amendment #039, as follows: <br />57 <br />FEB d 1989 <br />ger ( ,ALE 57 <br />
