r FEB 1989 <br />BOOK Pl L FAL,- i <br />Chairman Wheeler advised that Director Baird has established <br />a calendar of speaking engagements for the Commissioners. The <br />Chairman informed the Board that he has a philosophical problem <br />with a campaign using public funds to promote this tax. <br />Commissioner Scurlock stressed that we are simply providing <br />the public information; it is an education process. <br />Chairman Wheeler felt if it can be done in a way where it is <br />strictly educational and not an advertisement in favor of it, he <br />would not have as much problem with it, but he still had <br />concerns about using the public's money for this purpose. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bird, Chairman Wheeler voting in opposition, <br />the Board by a 4 to 1 vote authorized the Adminis- <br />trator to coordinate the effort to educate the public <br />regarding the proposed 14 Sales Tax and to allocate <br />some funds for informational items to be published in <br />the local newspaper. <br />Nancy Offutt came before the Board representing the Board of <br />Realtors and advised that the Indian River County/Vero Beach <br />Board of Realtors took a position in favor of the 14 Sales Tax <br />and will recommend their members support it. <br />DOCUMENTS TO BE MADE A PART OF THE MINUTES <br />Agreement for Transportation Planning Consulting Services <br />with Wilbur Smith Assoc., as approved at the Regular Meeting of <br />December 6, 1988, having been fully executed and received, has <br />been put on file in the Office of Clerk to the Board. <br />70 <br />
