tourists and non -property owners contribute up to 40%, but not <br />here in Indian River County. <br />Commissioner Bird suggested we change it from "400" to <br />"considerable" revenues, and also suggested that we add <br />"long-term residential rent" to Reason #4. <br />Commissioner Eggert pointed out that no mention is made of <br />tax dollars being spent on actual construction as opposed to debt <br />service, and Commissioner Bowman suggested that Reason #5 read: <br />"Money can be used for essential capital expenses only." <br />Commissioner Eggert suggested that Reason #8 read: "Project <br />priorities will be approved at required public hearings." <br />Commissioner Bird felt we should call this an additional <br />1 -cent sales tax instead of a tax surcharge. <br />Commissioner Scurlock felt the letter that is to be mailed <br />to the absentee voters said it all very well, and wondered if we <br />should run the letter as the ad. <br />Chairman Wheeler believed the letter tends to be misleading <br />where it says that the tax would relieve the burden on property <br />taxpayers. He was concerned that some people might interpret <br />that to mean that ad valorem taxes would not go up. <br />Administrator Chandler advised that the letter has been sent <br />out already, and emphasized that we need to keep the ad concise <br />and factual in order to catch the individual's eye. <br />Chairman Wheeler pointed out that no mention was made that <br />there is a $50.00 maximum tax on a single purchase. <br />William Koolage, 815 26th Street, cautioned the Board to use <br />capital "expenses" rather than capital "expenditures". <br />Administrator Chandler suggested placing a 1/4 page ad 6 <br />times in the next few weeks before the election for a total <br />expenditure of $2,123. <br />After lengthy discussion and many suggestions, the <br />Commissioners agreed that the language for the ad could be <br />discussed all day long without everyone agreeing on the <br />specifics. <br />39 <br />FEB14 '9 <br />BOOK <br />�J <br />ALE110 <br />
