PIN <br />DIRECTOR OF UTILITY/SERVICES <br />JOHN FREDERICK LANG <br />ENVIRONMENTAL SPECIALIST <br />DEPARTMENT OF UTILITY SERVICES <br />DATE: FEBRUARY 2, 1989 <br />SUBJECT: HERON CAY WASTEWATER TRE MENT PLANT DEMOLITION <br />BACKGROUND <br />The Department of Utility Services decommissioned the Heron Cay <br />Wastewater Treatment Plant several years ago and filled in the <br />percolation ponds. The Development's plans to dispose of the <br />treatment plant have fallen through and, as the County is ultimately <br />responsible for removal by contract, the Department has begun <br />demolition. Wastewater personnel have pumped the plant dry, and the <br />Landfill has knocked down the walls. The Department cannot proceed <br />further with its limited resources and thus has solicited proposals <br />for complete demolition and disposal on an emergency basis. The <br />Heron Cay Corporation has submitted plans for review to the <br />Department for the development of this site and is awaiting their <br />Utility Construction Permit. <br />ANALYSIS <br />Four firms have responded to requests for proposals for removal of <br />the concrete rubble and base slabs at Heron Cay. These firms and <br />their quotes are as follows: <br />1. Fischer Construction <br />2.. Trodglen Paving, Inc. <br />3. Collee Underground Company <br />4. Sheltra and Sons, Inc. <br />5. Graves and Hall <br />6. Stewart Trucking <br />$13,725.00 <br />$15,950.00 <br />$32,800.00 <br />$40,000.00 <br />No submittal <br />No submittal <br />The Department of Public Works was contacted and they cannot help <br />with this project. The Department expects to expend an additional <br />20 man hours on the site and will pay Landfill tipping fees for 500 <br />tons. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize the proposal from Fischer <br />Construction for demolition and disposal of the plant on an <br />emergency basis. The firm has demonstrated their capabilities on <br />other County projects in the past. The account number it is to be <br />charged is 471-218-536-03349, a Wastewater Operations Account - <br />Other Contractual Services. <br />54 <br />
