Director Pinto agreed it is a very complicated matter. He <br />then displayed the assessment roll, noting that it is a large <br />volume and because it took a long time to put it together, it had <br />changes practically daily because of the changes in ownership of <br />property. After the roll is presented today, the assessment will <br />be recorded against the property, but we will have a continuing <br />effort to keep up with the changes in ownership. <br />Commissioner Eggert inquired as to the best "guesstimate" <br />for the first phase to be up in Sebastian, and Director Pinto <br />hoped to see the system built and on line within 18 months. <br />In discussion re future expansion of utilities, Director <br />Pinto advised that there is also a tremendous interest in having <br />a regional water plant in this same area. <br />Commissioner Scurlock reported that we are at about 12,000 <br />customers and anticipate that doubling within the next 4 years. <br />Director Pinto further reported that the site for this plant <br />is in Hobart, and the effluent has been permitted for reuse on <br />the county golf course. <br />Commissioner Scurlock advised that we are going to all golf <br />courses in the county about effluent disposal and have been <br />talking to John's Island about their raw water line. <br />Director Pinto stressed that anyone who gets a well permit <br />now for irrigation has to agree that when effluent water is <br />available, they will use it. The big problem is the south county <br />where there are no golf courses. <br />Chairman Wheeler asked if anyone present wished to be heard. <br />Eric Pollard, 6153 98th Place, Sebastian, noted he reserved <br />an ERU in 1987 and was told at that time that it would lock in an <br />impact fee of $1,250 and that it was permissible to pay it in <br />cash. Now, it seems there is talk about an assessment of $1,350 <br />payable over 10 years. <br />Director Pinto explained that if you intend to be assessed <br />over the 10 year period, the cost of issuance is added, which <br />bring it up to $1,350.
