Davis, P.E. <br />Public Works Director <br />SUBJECT: Paving of Blue Cypress Lake Road <br />DATE: February 13, 1989 <br />DESCRIPTION AND CONDITIONS <br />In January, 1989, the Board of County Commissioners directed <br />staff to meet with the property owners that use Blue Cypress Lake <br />Road for ingress/egress to their private property and recommend <br />to the Board a program for the paving of the 4.9 mile road with <br />the County share being 50% of the cost. On Friday, Feb. 10, <br />1989, at 7:30 PM, the Public Works Director and Road and Bridge <br />Superintendent met with many of the property owners at Blue <br />Cypress Lake. A vote was taken, and of the 26 persons in <br />attendance, 22 voted not in, favor of paving the road and 4 voted <br />in favor of its paving. The residents did request that a short <br />200'± section of the road be paved at its SR60 connection and <br />that a westbound deceleration right turn lane be constructed <br />along SR60. The residents were in favor of a boat ramp launch <br />user fee if a $20 annual permit to use the ramp was in effect. <br />ALTERNATIVES AND ANALYSIS _ <br />Since the majority of the persons in the area do not want to <br />- participate in paving the road, staff is of the opinion that an <br />agreeable formula for assessment cannot be obtained. The <br />property owners who reside in the 100 lot fish camp and the <br />abutting property owners along the road (Mr. Holman and Mr. <br />Priestly) are not in favor of the paving. <br />RECOMMENDATION <br />It is recommended that the south 200'± of Blue Cypress Lake Road <br />be paved at a cost not to exceed $5,000 and that the DOT be <br />requested to issue a permit for a right -turn deceleration lane <br />along SR60 at the road connection. The turn lane will cost <br />approximately $10,000 unless an entire overlay of SR60 is <br />required. Once a permit is received, staff will address funding <br />for the turn lane. <br />A boat ramp user fee of $2 per launching is recommended, as well <br />as a $20 annual permit for frequent users. These funds should be <br />set-aside for park and road maintenance, with the approval of the <br />US Fisheries Service, who funded construction of the ramp. <br />Funding to be from Road and Bridge Fund 111-214. <br />MOTION WAS MADE BY Commissioner Bowman, SECONDED by <br />Commissioner Eggert, to approve staff recommendation. <br />Commissioner Bird did not have any problem with paving the <br />south 200' as recommended, but in regard to the $2 boat launching <br />fee, the memo refers to getting approval from the US Fisheries <br />SES 21 198 9 <br />IL <br />21 <br />[ooK6 E l8 <br />
