pretty high and quite opaque, and if Sea Oaks left it the way it <br />is now, this issue wouldn't be before the Board. <br />Commissioner Scurlock asked if what is proposed means you <br />have to have a hedge, which is what he keeps hearing, and <br />Director Keating stated that it does not. He felt the big <br />question, which he hoped can be answered here today, is whether <br />the present vegetation is one of the things that makes the road <br />scenic and is that what we want to preserve. <br />Commissioner Eggert noted that part of the discussion she <br />has heard at the workshops related to the difference of having <br />the opaqueness right against the road or having a series of <br />plantings so that as you look toward the building, it would build <br />up to be opaque to the building, i.e., is the 30' buffer to be <br />used to make the opaque screen or is the screen to be right there <br />by the road. <br />Director Keating stated that the 30' is used to make the <br />opaque screen, but he felt a lot of that vegetation has to be <br />close to the road if you want to achieve the effect you have <br />right now. <br />Commissioner Eggert inquired about berming. <br />Director Keating advised that staff does not have a major <br />problem with Sea Oaks putting the berming in the back part of the <br />buffer area and close to the building. In the workshop there was <br />more or less general agreement on putting the berm in the last <br />10' of the buffer area. Director Keating then presented a <br />drawing submitted by Sea Oaks showing the building in the <br />background and a broken line of trees and plants planted in the <br />foreground and agreed it is a very nice landscape plan if this <br />project were Located on most any other road but Jungle Trail. <br />The problem is that some windows show through the plantings which <br />are not done in the continuous sense. <br />Commissioner Eggert asked if he was saying we only wanted <br />the top windows to be able to see the river, and Director Keating <br />felt that would be a result. <br />FEB 2 1 1989 <br />35 <br />!UOr lb or,E 195 <br />
